Services for Children, Birth to 3 (Early ACCESS)


Early ACCESS is a partnership between families with young children, birth to age three, and providers from the Departments of Education, Public Health, Human Services and Child Health Specialty Clinics.  The purpose of this program is for families and staff to work together in identifying, coordinating and providing needed support and resources that will help the family assist their infant or toddler to grow and develop.

Age Requirements and Eligibility:

Infants and toddlers under the age of three years old are eligible to receive Early ACCESS early intervention services when they meet any one of three following criteria:

1. The child has a diagnosed and documented physical or mental condition that has a high probability of resulting in developmental delays and includes conditions such as chromosomal abnormalities; genetic or congenital disorders; sensory impairments; inborn erros of metabolism; disorders reflecting disturbance of the development of the nervous system; congenital infections; severe attachment disorders, and disorders secondary to exposure to toxic substances, including fetal alcohol syndrome. 

OR

2. The child has a 25 percent or more delay as measured by appropraite diagnostic instruments and procedures, in one or more of the following developmental areas:

  • Cognitive development
  • Physical development including vision and hearing
  • Communication development
  • Social or emotional development
  • Adaptive development

OR

3. Informed clinical opinion may be used as an independent basis to establish a child's eligibility under this chapter even when other instruments do not establish eglibility; however, in no event may informed clinical opinion be used to negate the results of evaluation instruments used to establish eligibility.

  • Has a condition or disability that is known to have a high probability of later delays if early intervention services were not provided,
  • Is already experiencing a 25% delay in one or more areas of growth or development.

Cost:

There are no costs to families for service coordination activities; evaluation and assessment activities to determine eligibility or identify the concerns, priorities and resources of the family; development and reviews of the Individualized Family Service Plan.  Some services may have charges or sliding fee scales or may be provided at no costs to families.
